Summer luxury of tenants — who pays for watering lawns and filling pools?

During hot months, water consumption in apartment buildings and hotels increases by 30–50%. But often, those who cause the overuse do not pay for it.

With each hot season, water supply networks operate under increased load, and utility bills grow.

According to statistics in countries of Europe, Latin America, and Central Asia:

  • In summer, water consumption in the residential sector increases by an average of 35–50%,
  • In the private sector, up to 40% of water goes to pools, car washing, and lawn irrigation,
  • However, only 12% of tenants actually pay for the overuse.

  • Direct losses: water bills can increase by up to 80% during the summer period, especially in houses with several tenants.
  • Conflicts with tenants: owners are often forced to raise the rent “just in case” to cover losses — as a result, loyalty drops.
  • Unjustified consumption: when no one is responsible for overuse, water is consumed 2–3 times more than the norm.
  • Breach of contract terms: tenants use the property for unintended purposes (pools, washing, water slides), but it’s almost impossible to prove without monitoring.
